In short: For much of his tenure, the Third Doctor was a prisoner on Earth. Stripped of his TARDIS and forced into exile by the Time Lords, this incarnation transformed from a cosmic wanderer into a dapper, scientific advisor for a military organization.

The Third Doctor's era was defined by a period of forced confinement. Following a conviction for violating the Time Lord laws of non-interference, the Doctor was sent to 20th-century Earth in exile. This restriction, imposed by his own race, also disabled his TARDIS, preventing him from traveling through time and space as he once had. To survive and eventually find a way home, he established a working relationship with UNIT, an international military group tasked with defending Earth from extraterorbicular threats.

This period of Earth-bound adventures fundamentally altered the Doctor's persona. Unlike his wily, less physically active predecessors, the Third Doctor—portrayed by Jon Pertwee—was a suave, authoritative man of action. He served as a scientific advisor to UNIT, working alongside figures like Brigadier Lethbridge-Stewart and scientists such as Liz Shaw. While his primary motivation was to repair his TARDIS to break his exile, he became a vital asset in combating recurring foes like the Autons and the Silurians.

The era was not entirely Earth-bound, however. After the Doctor helped save the Time Lords from the destruction caused by Omega, his exile was lifted, granting him the freedom to roam the stars again. This transition allowed for more traditional space exploration, though he remained a frequent defender of Earth. His tenure also left a lasting linguistic legacy through the catchphrase "reverse the polarity of the neutron flow," a piece of technobabble that became a nostalgic staple for subsequent incarnations.
