How a regional transit agency in Oregon keeps the Portland metropolitan area moving daily
In short: TriMet serves the Portland region with a complex network of buses, light rail, and commuter trains. Born from the consolidation of private companies in 1969, this municipal corporation now manages millions of annual rides, balancing public service with the logistical challenges of a sprawling, multi-county transit district.
Established by the Oregon legislature in 1969, TriMet replaced five private bus operators to create a unified transit system for Multnomah, Washington, and Clackamas counties. The agency, which operates as a municipal corporation, is governed by a seven-member board appointed by the Governor of Oregon. Its jurisdiction spans approximately 533 square miles, connecting diverse communities from Troutdale to Forest Grove. While Metro, the regional government, holds the statutory authority to assume control of TriMet’s operations, it has never done so, as past assessments indicated that such a merger would be problematic.
The agency’s infrastructure is extensive, featuring 79 bus lines and the MAX light rail system, which covers 59.7 miles across five lines. In 2022, the agency employed about 3,428 people. TriMet also operates the WES Commuter Rail line and provides personnel to run the city-owned Portland Streetcar. To maintain efficiency, the agency utilizes a proof-of-payment system for rail and employs TransitTracker technology, which uses satellite data and track sensors to predict arrival times for passengers.
TriMet’s funding model is diverse, relying on a district-wide payroll tax for 30% of its resources, while fares contribute 10%. The system is designed for accessibility, featuring a flat fare structure that allows for transfers across different modes of transport. In recent years, the agency has introduced innovations like the FX service, a limited-stop bus route with rapid transit features, and late-night bus replacements for MAX lines to facilitate necessary maintenance. Despite its growth, the agency remains focused on its core mission of regional connectivity, linking its own services with numerous local transit providers and private shuttles.
