Canada and China forge a new strategic partnership to boost trade and energy cooperation
In short: Following years of trade friction, Prime Minister Mark Carney has visited Beijing to launch a major strategic partnership. The agreement targets energy, clean technology, and agri-food, aiming to unlock billions in export orders and integrate Chinese electric vehicles into the Canadian market while strengthening long-term economic resilience for both nations.
In January 2026, Prime Minister Mark Carney traveled to Beijing for the first official visit by a Canadian leader since 2017. Meeting with President Xi Jinping, Premier Li Qiang, and Chairman Zhao Leji, Carney established a framework focused on energy, clean technology, and climate competitiveness. This partnership seeks to leverage the strengths of both nations, which are described as energy superpowers, to scale up investments in wind, solar, and battery storage technologies.
A central component of the agreement involves the Canadian automotive sector. Canada will permit the entry of up to 49,000 Chinese electric vehicles, subject to a 6.1% most-favoured-nation tariff. This volume matches levels seen prior to recent trade disputes and accounts for less than 3% of the Canadian market. Officials anticipate that within three years, this move will catalyze joint-venture investments, protecting manufacturing jobs and bolstering the domestic electric vehicle supply chain. By 2031, it is expected that over half of these imports will be affordable models priced under $35,000.
The partnership also addresses significant agricultural barriers. By March 1, 2026, China is expected to reduce the combined tariff on Canadian canola seed to approximately 15%, a sharp decrease from the current 85% level. Similar relief is planned for Canadian canola meal, lobsters, crabs, and peas. These measures are projected to unlock nearly $3 billion in new export orders. Looking ahead, Canada has set an ambitious target to increase total exports to China by 50% by 2030, while also enhancing cooperation on global governance, public safety, and cultural exchanges.
