The statesman who shared Cabinet secrets to prevent a world war
In short: Edward Stanley, the 15th Earl of Derby, was a master of British diplomacy who famously risked his career for peace. While serving as Foreign Secretary, he engaged in a clandestine exchange of state secrets with a foreign ambassador—an act so unusual it remains a point of historical mystery.
Lord Stanley was a pivotal figure in 19th-century British governance, serving as Secretary of State for Foreign Affairs twice and as Colonial Secretary on multiple occasions. Born into one of England's wealthiest landowning families, he was educated at Eton and Trinity College, Cambridge. Despite his family's Conservative roots, Stanley was noted for his liberal sympathies from the start of his career. He famously declined a high-profile offer to become the King of Greece in 1848, though he remained a primary candidate for the role.
His tenure as Foreign Secretary was defined by the doctrine of 'Splendid Isolation.' In 1866, he articulated a policy of maintaining goodwill with surrounding nations while avoiding entangling alliances or interfering in the internal affairs of foreign countries. His achievements included arranging the neutrality of Luxembourg in 1867 and negotiating the purchase of controlling shares in the Suez Canal Company in 1875. He also secured the acquisition of Cyprus from the Ottomans as a strategic naval base.
However, his most controversial actions occurred during the Eastern Crisis. In a desperate bid to avert war with Russia, Stanley and his wife shared confidential Cabinet secrets with the Russian ambassador, Pyotr Shuvalov. This move was viewed by contemporaries as a shocking breach of protocol, with one observer noting it was perhaps the only time a British Foreign Secretary revealed such secrets to a foreign power to frustrate his own Prime Minister's intentions. His political journey concluded with a public shift from the Conservative Party to the Liberal Party in 1880, following a career of complex, often secretive, diplomacy.
