In short: During World War II, the fascist Independent State of Croatia established a brutal network of concentration camps to systematically murder its Jewish population. Unlike other occupied regions where Nazi forces directed the killing, the local Ustaše regime independently implemented race laws and operated its own extermination sites, including the notorious Jasenovac.

The Independent State of Croatia, a fascist puppet state formed in April 1941, launched a campaign of annihilation against its Jewish and Serbian populations. By 1941, approximately 39,000 Jews resided within the territory. Of these, more than 30,000 were murdered, with the vast majority perishing in Ustaše-run camps. The regime’s antisemitic ideology, championed by leader Ante Pavelić, framed Jews as the primary enemies of the Croatian nation, leading to the rapid implementation of race laws and the systematic confiscation of Jewish property.

The Ustaše established a sprawling system of camps, including the Gospić-Jadovno-Pag Island complex and the Jasenovac system. Jasenovac, one of Europe's largest, was noted for its extreme brutality, where victims were often killed manually with axes, knives, or hammers. While the United States Holocaust Memorial Museum estimates between 77,000 and 99,000 total victims at Jasenovac, the site's own memorial records 83,145 named individuals. Of the Jewish victims, only about 9,000 survived the war, with roughly half escaping to join the Partisan resistance.

The destruction of Jewish life was nearly total. By 1940, there were 115 Jewish religious organizations across Yugoslavia; by the war's end, only the Zagreb community remained. The regime’s zeal for extermination was such that they even forced Jewish communities to fund their own transport to camps. Although the Ustaše eventually paid the Nazis to deport 6,200 Jews to German death camps starting in 1942, the majority of the state's Jewish population had already been murdered by the Ustaše themselves. This independent agency in genocide distinguishes the Ustaše from other collaborationist regimes in occupied Europe.
