From tobacco contracts in Nicaragua to the heart of Japanese governance
In short: Before becoming a heavyweight in Japanese politics, Yoshimasa Hayashi worked for a major trading house. A brief posting to a war-torn nation fundamentally shifted his worldview, moving him from the private sector to the highest levels of public service and international diplomacy.
Born in 1961 to a senior bureaucrat, Hayashi initially avoided his father's political path by joining Mitsui & Co. His career in the private sector included overseas postings in North Carolina and Nicaragua. It was in Nicaragua, while renewing tobacco contracts, that he witnessed the devastating effects of civil war. This experience served as a catalyst, convincing him of the vital necessity of stable government and leading him to resign from Mitsui in 1989 to enter politics. Hayashi's political trajectory is marked by a transition from the House of Councillors to the House of Representatives. He represents the fourth generation of his family in politics. A member of the Kōchikai faction, he advocates for moderate conservative views, emphasizing economic prosperity and international cooperation over nationalism. His diverse cabinet portfolio includes roles as Minister of Defence, Minister of Agriculture, Forestry and Fisheries, and Minister of Foreign Affairs. One of his notable policy achievements occurred during his tenure as Minister of Agriculture, Forestry and Fisheries. Facing a shrinking domestic market, he implemented the 'FBI' strategy to promote authentic Japanese cuisine and food businesses abroad. This initiative contributed to a significant rise in food exports, which grew from approximately 450 billion yen annually until 2012 to 745 billion yen by 2015. He currently serves as the Minister for Internal Affairs and Communications as of October 2025.
