How a 19th-century boiler crisis created a global safety standard
In short: In 1865, a boiler explosion in Mannheim changed industrial safety forever. What began as a voluntary effort by twenty boiler owners to prevent catastrophic bursts has evolved into a massive, multinational network of inspection giants that certify everything from cars to medical devices.
The origins of the TÜV (Technical Inspection Association) lie in the Industrial Revolution. As steam engine efficiency increased, so did the frequency of dangerous boiler bursts. Following a major explosion at the Mannheim Aktienbrauerei in January 1865, local operators sought a way to mitigate these risks. On 6 January 1866, they founded the Gesellschaft zur Überwachung und Versicherung von Dampfkesseln in the Mannheim Stock Exchange, marking Europe's first inspection society.
This model was so effective at preventing accidents that, by 1871, membership in these regional associations exempted operators from state inspections—an early example of successful privatization. Over time, these organizations expanded from steam boilers to motor vehicle testing and driver's licensing. Today, the TÜV brand is a protected trademark used by various independent companies, such as TÜV SÜD, TÜV Rheinland, and TÜV Nord, which compete in a deregulated market.
While the TÜV enjoys a high reputation for neutrality, its role as a certification body has faced scrutiny. In 2013, a French court held TÜV Rheinland liable to 1,600 women regarding ruptured breast implants. More recently, TÜV SÜD faced legal challenges following the 2019 Brumadinho dam disaster in Brazil, with prosecutors alleging responsibility for the deaths and environmental damage caused by the collapse of a tailings dam.
Despite these challenges, the TÜV ecosystem remains a cornerstone of technical safety. The TÜV Association, which represents these interests in Europe, currently focuses on digital security and sustainability. The organization's leadership rotates every two years, with Michael Fübi of TÜV Rheinland serving as chairman since June 2024.
