In short: For years, host nations could manipulate the SEA Games by cherry-picking sports that favored their own strengths. This practice created an uneven playing field where obscure events were used to pad medal counts. That era of strategic advantage is officially ending with the 2025 Games.

Historically, the SEA Games faced criticism for being a 'gold-medal mine.' Host countries enjoyed the freedom to exclude sports that were disadvantageous to them while including non-Olympic events or obscure sports specifically designed to increase their own medal chances. This lack of oversight allowed for a lopsided competitive landscape where the host's geographic or cultural advantages could be artificially amplified through the sports program.

To combat this, Thailand proposed amendments to the SEAGF Charter and Rules in 2013. Following continued controversy, the hosts of the 2025, 2027, and 2029 editions—Thailand, Malaysia, and Singapore—agreed to further reforms. These new rules, unanimously approved in 2023, were first implemented for the 2025 edition. The new framework mandates a program of 36 to 41 sports, categorized by their inclusion in the Olympic and Asian Games.

Under the new Section 34 rules, 12 'Category I' sports are compulsory. Additionally, there must be a minimum of 25 'Category II' sports from the Olympic and Asian Games. Only four 'Category III' sports are allowed, and their medal events cannot exceed eight. These must be selected from a pre-established list determined years in advance. This structural shift ensures that the 2025 Games in Bangkok, Chonburi, and Songkhla prioritize global sporting standards over host-country favoritism.

The 2025 Games also prioritize sustainability, aiming for net-zero emissions through eco-friendly transportation and sustainable products. While the event faced a logistical hurdle when Cyclone Senyar caused flooding in Songkhla in late November 2025—forcing the relocation of 10 events—the overarching goal remains a transition toward a more transparent, environmentally conscious multi-sport model.
