The fastest production car depends on what you call production
In 2010 a Bugatti Veyron Super Sport averaged 431.072 km/h over two runs, yet within three years Guinness declared the record invalid, then said it was under review, then confirmed it again. The fight was over a single question: does switching off a speed limiter make a car something other than a showroom model?
There is no central authority checking top-speed claims and no agreed way of measuring them, while carmakers have every incentive to exaggerate. So record lists have to set their own rules. A common set requires a car built mainly for private buyers to drive on public roads, sold to the public in exactly the specification that set the speed, and street-legal under American, European or Japanese approval rules. The maker's identification code must appear on the vehicle number, which lets a tuner that manufactures its own cars qualify while its modifications of someone else's cars do not. Cars built before 1981 must be untouched by tuners.
Speed itself must be confirmed by an independent test driven in both directions, with the two results averaged to cancel out wind and slope. Only post-war road cars topping 200 km/h are counted, with a single historical exception for the Benz Velo, the first petrol car.
Even the rules shift. One list once demanded a production run of at least 25 identical cars, then dropped that minimum after the Koenigsegg Agera RS failed it, because only 11 examples had engines above 865 kilowatts.
Bugatti's case shows how messy it gets. The company built 30 Super Sports, all electronically capped at 415 km/h for customers; five World Record Edition cars had the cap lifted for the attempt, then restored. In April 2013 the American tuner Hennessey claimed that disqualified Bugatti, even though its own Venom GT run was slower and lacked a two-way average. Guinness briefly agreed, before experts concluded that altering a limiter leaves a car's fundamental design unchanged.
