How the Algerian military evolved from a revolutionary force into a dominant political powerbroker.
In short: Born from the struggle against French colonial rule, the Algerian People's National Army has shaped the nation's trajectory for over six decades. From orchestrating coups and suppressing civil conflict to managing a vast domestic arms industry, the military remains the central pillar of the Algerian state and its political landscape.
The People's National Army (PNA) traces its origins to the National Liberation Army, the armed wing of the National Liberation Front that fought for independence between 1954 and 1962. Upon achieving sovereignty, the military emerged as the primary powerbroker in a fragmented political environment. By 1965, Houari Boumediène, who had served as defence minister, led a coup that replaced the National Assembly with a Revolutionary Council, effectively entrenching the military as the backbone of the regime. This influence persisted through the late 20th century, with the army playing a decisive role in selecting presidents and shaping state policy.
The military's political dominance was tested during the 1990s, a decade marked by the Algerian Civil War. Following the cancellation of elections in 1991 to prevent an Islamist party from taking power, the country descended into a conflict that claimed an estimated 100,000 to 350,000 lives. Throughout this period, the army utilized its intelligence apparatus, the Department of Intelligence and Security, to suppress resistance. While the military's direct political role saw a decrease during the 20-year presidency of Abdelaziz Bouteflika, its underlying authority remained evident; in 2019, the Chief of Staff, General Ahmed Gaid Salah, demanded Bouteflika's resignation, forcing the president from office.
Beyond its political role, the PNA has undergone significant modernization and industrialization. Historically reliant on Soviet and Chinese imports, Algeria established its own military industry in 1980 to reduce foreign dependence. Today, the Military Industry of Central Direction produces a wide range of equipment, from assault rifles to armored vehicles. The army also maintains a massive conventional force, including land, air, and naval branches, and continues to prioritize equipment upgrades to maintain its strategic position in North Africa. With military expenditures estimated at 6% of GDP in 2019, the PNA remains a formidable force, balancing its conventional defense duties with its enduring influence over the nation's governance.
