How a computer technician became a key facilitator for the September 11 terror attacks
In short: Ammar al-Baluchi, a Kuwaiti-born Pakistani computer technician, served as a vital logistical hub for the September 11 hijackers. By managing finances, travel arrangements, and everyday necessities, he helped obscure the plot within the massive flow of global commerce, eventually leading to his long-term detention at Guantanamo Bay.
Born in 1977, Ammar al-Baluchi was raised in a family deeply connected to militant networks; his uncle was Khalid Sheikh Mohammed, the primary organizer of the September 11 attacks, and his cousin was Ramzi Yousef, who orchestrated the 1993 World Trade Center bombing. Despite his professional background as a computer technician in Dubai, al-Baluchi began volunteering his services to his uncle in 1997. Over the following years, he became a critical intermediary, facilitating money transfers, purchasing flight simulator software, and helping hijackers navigate life in the West.
The 9/11 Commission noted that al-Baluchi’s activities were largely invisible because they relied on the unremarkable nature of his transactions, which blended into the billions of dollars transferred globally every day. He provided logistical support to at least nine hijackers, including Marwan al-Shehhi and Hani Hanjour, by assisting with bank accounts, cell phones, and travel logistics. After the 2001 attacks, he continued to assist his uncle by organizing safehouses for al-Qaeda operatives and coordinating communications for subsequent plots, including plans to target the U.S. consulate in Karachi and Heathrow Airport.
Following his arrest in Karachi in 2003, al-Baluchi was transferred to CIA black sites, including the Salt Pit in Afghanistan. A 2022 declassified report from the CIA inspector general revealed that he was subjected to extensive torture, including being used as a training prop for new interrogators who repeatedly smashed his head against walls. A 2018 neuropsychological analysis identified brain damage consistent with these sessions. Although the United Nations has called for an end to his arbitrary detention, citing human rights breaches, al-Baluchi remains in American custody at Guantanamo Bay, where he has been held since 2006.
