The Russian Empire's official colors were never legally abolished
In short: While Russia is known for its white-blue-red tricolor, a different set of colors—black, yellow, and white—once served as the empire's official state flag. Though it faded from public life in the late 19th century, this 'coat of arms' flag remains a potent symbol of monarchism and nationalism today.
The black-yellow-white flag was established on June 11, 1858, by Emperor Alexander II. It was championed by Bernhard Karl von Koehne, head of the Heraldry Department, who proposed that national colors should mirror the state coat of arms: a black eagle in a yellow field with white accents. This new 'emblem' flag was primarily intended for decorating buildings, streets, and squares during solemnities. Crucially, it did not replace the white-blue-red tricolor, which remained the de facto national flag used on commercial ships and by the general public.
The flag's official status was short-lived. By 1883, an edict restricted its use for building decorations, and in 1896, Nicholas II formally recognized the white-blue-red tricolor as the national flag. However, because the black-yellow-white colors were never officially rescinded by law, they retained a unique legal ambiguity. During this period, the tricolor became the primary symbol of public life, while the black-yellow-white palette began to be perceived as purely 'Romanov' or imperial.
In the modern era, the flag has seen various symbolic lives. It was used by monarchist movements during the Soviet Union and later by supporters of the Supreme Council during the 1993 constitutional crisis. While it is currently used by nationalist, Cossack, and patriotic organizations, its history is complex; for instance, a similar white-yellow-black design (featuring a swastika) was adopted by the Russian Fascist Party in the 1930s. Today, it remains a contested symbol of historical continuity versus modern identity.
The flag's significance was recently highlighted during the 2023 St. Petersburg 300th Anniversary Park ceremony, where it was raised alongside the USSR and current Russian flags. This event underscored its position in Russian historiography as the first officially approved state flag of the Empire, despite its limited period of primary use.
