A city split by a line to stop a clan war
In short: In the late 19th century, a colonial power literally drew a line through the city of Galkayo to freeze a simmering resource war. This geographic scar remains today, as the city is still divided between two rival regional states, serving as a living map of historical tribal friction.
Galkayo, the capital of Somalia's Mudug region, has been a flashpoint of conflict since its founding. Originally inhabited by pastoralists, the city became a site of sporadic fighting between the Darod (dominant in the north) and the Hawiye (dominant in the south) over vital grazing land and water resources.
The situation reached a stalemate in the late 19th century under Sultan Yusuf Ali Kenadid of the Hobyo Sultanate. To secure his position against rivals, Kenadid signed a treaty making the city an Italian protectorate. To manage the ongoing Darod-Hawiye rivalry, Italian authorities established the "Tomaselli Line," a formal boundary designed to prevent further communal violence.
This division persisted through the 20th century. While Somali nationalism briefly unified the city in the 1950s, the regime of Siad Barre later exacerbated clan tensions by favoring his own Darod subclan. This led to a 1989 mutiny by Hawiye officers and subsequent retaliatory violence. During the Somali Civil War, the city was physically split by administrative borders: the north became part of the Darod-controlled Puntland, and the south became part of the Hawiye-controlled Galmudug.
Today, Galkayo remains a complex commercial hub where these two administrations coexist uneasily. While a 2011 accord aimed to foster cooperation on security and economics, the city still faces periodic skirmishes over infrastructure and construction rights, illustrating how deeply colonial-era and civil-war-era boundaries still shape modern governance.
