The oldest municipal body in the Commonwealth outside of Britain
In short: Long before modern urban planning, a royal charter in 1688 established a civic system designed to curb the power of a single governor. Today, the Greater Chennai Corporation stands as a historic pillar of administration, evolving from a colonial outpost into one of the world's oldest functioning municipal bodies.
A royal charter granted by King James II on 30 December 1687 marks the beginning of the Greater Chennai Corporation (previously the Corporation of Madras). Acting on the advice of East India Company chairman Josiah Child, the charter was modeled after the Dutch government in the East Indies. It was officially inaugurated on 29 September 1688, primarily to provide a check on the powers held by the Governor of Madras, Elihu Yale.
The early administration was far from the structured bureaucracy seen today. Before the corporation's formation, the Governor or the company's agent managed Fort St. George with a small team including a headman, an accountant, and a head of watch and ward. The inaugural council was a diverse group, with the first Mayor, Nathaniel Higginson, appointing aldermen from English, Scottish, French, Portuguese, and Indian mercantile communities. While the Mayor's term was just one year, the aldermen held their positions for life.
Over centuries, the corporation's scope and identity have shifted significantly. In 1792, an act of the Imperial Parliament granted the body the power to levy municipal taxes, marking the start of formal municipal administration. The city's identity also underwent a symbolic transformation; the colonial-era flag, featuring lions and maritime symbols, was replaced with a design representing the Pandiya, Chola, and Chera traditions—featuring a fish, tiger, and bow—as suggested by M.P. Sivagnanam.
Today, the corporation manages a vast 426 km² area. It oversees complex infrastructure, from 1,160 roads and over 200,000 streetlights to the maintenance of 322 schools and numerous clinics. Recent elections in 2022 marked a milestone with the election of Priya Rajan, the youngest mayor in the city's history and the first Dalit woman to hold the office.
