The world's fifth-largest university system operates without government funding
In short: How does a private institution manage to enroll over 1.5 million students and manage assets worth up to $25 billion without state subsidies? The Islamic Azad University (IAU) represents a massive experiment in scale, balancing religious legitimacy, private tuition, and a mission of universal higher education.
The Islamic Republic of Iran's initial major private university, Islamic Azad University (IAU), was created in 1982 by Akbar Hashemi Rafsanjani and endorsed by the Supreme Council of the Cultural Revolution. It was designed with a core objective of 'higher education for all.' This mission fueled a rapid expansion during the 1990s, eventually allowing the system to overtake regular state universities in total enrollment by the early 2000s. The scale of the institution is immense. It currently operates 367 campuses across Iran, including 31 state university branches and two independent branches. Its reach extends past Iranian borders to four locations situated in Afghanistan, Lebanon, the United Kingdom, and the U.A.E. To support this infrastructure, the university manages 1,051 Sama schools—ranging from pre-schools to university-preparatory schools—and 118 skill and entrepreneurship colleges.
Its academic reach is further bolstered by 10 hospitals and a library system serving more than 1.2 million users. However, this growth has faced complex scrutiny. While the university relies on charitable donations and tuition fees rather than government funding, Iran's supreme leader once declared its financial endowment 'religiously illegitimate and unlawful,' forcing administrative changes. Additionally, the admission process underwent a significant shift in 2013; previously, IAU held its own independent entrance exams, but these were merged with the Public University System. Today, while some students may be exempt from tuition via national exams, the university remains a massive private entity with assets estimated between $20–25 billion.
