In short: La Línea didn't start as a street gang; it began as an elite enforcement unit of active and former policemen. These state-sanctioned actors were designed to protect drug traffickers, eventually evolving into one of the most violent factions in the Mexican drug war.

La Línea (The Line) emerged as the primary enforcer wing for the Juárez Cartel. Unlike many criminal organizations that recruit from marginalized neighborhoods, this group was built on a foundation of state corruption. It was composed of heavily armed and trained personnel—specifically former and active-duty police officers—who were originally tasked with shielding drug traffickers from law enforcement.

The group's power is tied to its strategic geography in Ciudad Juárez, a critical corridor for the U.S.-Mexico border. By 2010, the DEA estimated that roughly 70% of cocaine entering the United States flowed through the El Paso–Juárez crossing. To maintain this dominance against rivals like the Sinaloa Cartel, La Línea engaged in extreme tactics, including massacres and the first successful car bomb attack in the Mexican drug war—a 10 kg C-4 explosion triggered by a cellphone to target security forces.

The human cost of their enforcement has been devastating. During 2010, authorities associated the group with a high school party slaughter involving 16 youths and the summary killing of 19 clinic patients. These acts were often justified by cartel leaders as 'preemptive' strikes against perceived rivals or as methods to eliminate potential informants in unlicensed clinics. The violence is so severe that it has prompted federal social programs, such as "Todos Somos Juárez," which allocated $400 million to repair the city's fractured social fabric.
