The first African American Republican to lead a state house since Reconstruction
In short: In 2013, T.W. Shannon shattered a century-long political ceiling. By becoming the Speaker of the Oklahoma House, he became the first African American Republican to head a legislative body since the Reconstruction era, navigating one of the nation's reddest states to champion a unique brand of conservative policy.
T.W. Shannon's ascent began in 2006 when he was elected to the Oklahoma House of Representatives, representing District 64. He quickly rose through the ranks, serving as deputy majority whip and chairing the transportation committee before being elected Speaker in January 2013 at the age of 34. His leadership was historic not only for his identity as a Chickasaw and African American man but also for the political context: he was the first person of his background to lead a state legislative body in the post-Reconstruction era.
During his tenure, Shannon balanced a platform of 'common sense' solutions with specific legislative achievements. He restructured the welfare framework of the state by imposing a twenty-hour work week on able-bodied adult beneficiaries, while also managing the abolition of affirmative action. He also secured Oklahoma's status as the first state to provide a $5,000 tax deduction for parents of foster children. His legislative achievements also featured a long-term strategy for consolidating state property management and an eight-year scheme to redirect state income tax funds toward fixing structurally unsound bridges.
Beyond the statehouse, Shannon has functioned as a national figure for the Republican Party. As Chairman of the Future Majority Project, he serves as a 'chief diversity officer,' recruiting diverse candidates for state-level offices. His career also includes high-level administrative roles, such as Chief Administrative Officer for the Chickasaw Nation—the country's most financially successful tribe—where he managed support functions for an entity with over $1 billion in annual revenue. He continues to influence national policy through roles with the Center for Urban Renewal and Education (CURE) and as a Senior Advisor on Rural Prosperity for the U.S. Department of Agriculture.
