A drug lord’s deal with justice may just restart the cycle of crime
In short: In 2019, a fictional Bolivia became the world's largest cocaine producer under the thumb of the Santa Blanca Cartel. To dismantle it, elite US 'Ghosts' were deployed into a landscape where moral lines blurred—revealing that even a defeated villain might be traded for intelligence by the very government tasked with stopping him.
Set in July 2019, the narrative follows Delta Company, an elite special operations unit of the US Army known as 'Ghosts.' They are deployed to Bolivia under Operation Kingslayer following a bomb attack on the American embassy. The mission is complicated by a web of betrayal: DEA Agent Ricardo "Ricky" Sandoval was sent undercover but eventually worked for the cartel boss, El Sueño. It was later revealed that Sandoval intentionally framed the cartel for the embassy bombing to force US intervention—a move that ultimately led to his execution.
The Ghosts' strategy involves dismantling the Santa Blanca Cartel by targeting four specific divisions: Influence, Security, Production, and Smuggling. By eliminating 'buchones' (local leaders) and their underbosses, players can cripple these operations. The game emphasizes tactical variety, allowing for stealthy infiltrations or open assaults across nine terrains, including salt flats and jungles. A key mechanic involves a dynamic day-night cycle where night offers better concealment because some guardsmen sleep.
The story reaches a complex moral crossroads regarding the cartel's leader, El Sueño. In the 'canon' ending—achieved by fully dismantling the cartel—El Sueño is taken into protective custody rather than killed. He strikes a deal with the Department of Justice to provide intelligence on other drug cartels in exchange for immunity. The narrative concludes with a cynical observation from CIA handler Karen Bowman: once the intelligence runs out, El Sueño will likely be cut loose or extradited, potentially starting the cycle of crime all over again.
A secondary narrative explores 'El Invisible,' the head of the smuggling network. After an undercover Ghost is captured and imprisoned by him, a virus is unleashed that compromises the CIA. The operation reveals that the local informant, Señor Sonrisa, was actually El Invisible in disguise, who orchestrated his own disappearance to attack the agency before being hunted down years later.
