The phantom workforce: why companies post jobs they never intend to fill
In short: You see the listing, apply for the role, and hear nothing. It might not be a hiring failure; it might be a ghost job. From inflating growth stats to gathering competitor data, these phantom openings are becoming a systemic feature of the modern labor market.
Ghost jobs" refer to advertisements for positions that are either non-existent or have already been filled. While it may seem like a simple clerical error, research suggests a much more calculated strategy. A 2025 study by Greenhouse Software revealed that at least one in five job postings in the United States is either fake or will never be filled. This practice allows companies to manipulate public perception, such as inflating industry statistics or signaling health and growth to potential investors.
Beyond optics, ghost jobs serve several internal corporate functions. Human resources departments may use them to fulfill internal requirements, while managers might use them to identify promising recruits for the future without committing to an immediate hire. They can also serve as a defensive maneuver to protect companies from discrimination lawsuits or as a way to gather intelligence on competitor wages.
In some cases, they are used to pacify current staff by creating the illusion that the company is expanding and needs extra help. The power imbalance in the job market is further highlighted by the rise of "bait" listings, where employers promise remote work to attract interest. Because ghost jobs are generally legal worldwide, they have remained largely unregulated until recently. However, a shift is occurring. In January 2026, Ontario, Canada, enacted a law requiring companies with at least 25 employees to disclose if a vacancy is actively being filled and to provide status updates within 45 days of an interview. Similar legislative efforts have emerged in the US, with New York, New Jersey, and Pennsylvania considering bills to mandate hiring timelines and accurate intent disclosures.
