Born in Miami in 1971 to Cuban immigrant parents, Rubio’s political trajectory began in local government before he entered the Florida House of Representatives in 2000. His rise was rapid; he became Speaker of the Florida House in 2006. During his tenure, he navigated a challenging economic climate, famously promoting a blank book titled 100 Innovative Ideas for Florida's Future, which he later filled with legislative proposals after consulting with citizens.
Rubio’s legislative style was marked by a blend of conservative principles and pragmatic collaboration. While he pushed for tax cuts and property rights, he also worked across the aisle on issues like literacy and mentoring for black youth.
