In short: Once a powerful figure in the Florida House and U.S. Congress, David Rivera’s political career ended in a series of legal battles. From secret campaign funding schemes to allegations of illegal foreign lobbying, his trajectory shifted from legislative leadership to a ten-year prison sentence.

David Rivera’s political ascent began in Florida, where he served in the House of Representatives from 2002 to 2010. During his tenure, he chaired the appropriations committee and was a vocal advocate for Cuban-American interests, even sponsoring legislation to prevent Florida universities from funding research trips to Cuba. His influence extended to the federal level, where he represented Florida's 25th congressional district from 2011 to 2013. Born in Brooklyn, he moved to Florida during his childhood. He later earned a Master of Public Administration in 1994.

However, his career was marked by significant legal controversies. In 2012, Rivera was implicated in a scheme to secretly fund Democratic candidate Justin Lamar Sternad to weaken opponent Joe Garcia. By directing associate Ana Alliegro to act as an intermediary, Rivera funneled nearly $76,000 to Sternad’s campaign. This violation of campaign finance laws resulted in a $456,000 judgment against him in 2022, one of the 15 largest fines ever issued by the Federal Election Commission. The Federal Election Commission accused him of making multiple cash payments to third-party vendors. He also attempted to hide his identity during these transactions.

The legal scrutiny intensified in late 2022 when Rivera was arrested and charged with money laundering conspiracy and failing to register as a foreign agent under the Foreign Agents Registration Act (FARA). Prosecutors alleged he acted as a lobbyist for Venezuela, potentially receiving over $5.5 million to lobby officials on behalf of the sanctioned businessman Raúl Gorrín. On October 2, 2026, a ten-year prison term was handed down to Rivera after the trial. These charges included three separate tax crimes.
