Small businesses faced severe financial fragility and closure risks early in the pandemic
In short: A survey of more than 5,800 small businesses conducted just weeks into the COVID-19 crisis revealed a landscape of significant economic distress. Researchers found that many firms were already facing mass layoffs and closures, while others struggled with extreme financial fragility, often holding only about two weeks of cash on hand to cover monthly expenses.
The study highlights how varied business expectations were regarding the duration of the crisis, noting an association between a shorter expected crisis length and a higher risk of closure. While many businesses intended to seek government aid through the CARES Act, they expressed concerns over bureaucratic hurdles and eligibility requirements.
The researchers used experimental variation to assess how different types of financial support, such as loans versus grants, affected business resilience. A limitation of this study is that it captures a snapshot in time during the early stages of the pandemic.
Why it matters: Understanding the fragility of small businesses is key to designing effective emergency economic relief and support systems.
