Why does Serbia still claim a territory it has not controlled since 1999?
In short: Kosovo and Metohija exists in a state of geopolitical limbo. While the Republic of Kosovo operates as a de facto independent state recognized by 110 UN members, Serbia maintains it is an autonomous province under its constitution. This friction defines a region caught between two competing legal realities.
The status of Kosovo and Metohija has been defined by shifting administrative labels and intense political conflict for decades. Between 1945 and 1963, it was an autonomous region, later elevated to an autonomous province. By 1968, the term 'Socialist' was added, and 'Metohija' was dropped, only for the name to be restored in 1990. These changes reflected the broader turbulence within Yugoslavia, culminating in the 1990 anti-bureaucratic revolution led by Slobodan Milošević, which significantly curtailed the province's autonomy.
The 1990s marked a period of severe institutional upheaval. The Serbian government purged ethnic Albanians from state-owned companies, schools, and media, leading to mass unrest and the creation of a parallel, unofficial Albanian-language education system. Following the Kosovo War and NATO intervention in 1999, the territory moved under United Nations administration. Despite this, Serbia never relinquished its legal claim, and the 2008 unilateral declaration of independence by Kosovo representatives remains a point of deep contention.
Today, the region remains divided by conflicting governance. While the Republic of Kosovo exercises authority from Pristina, Serb-inhabited areas in the north have historically maintained their own parallel structures, including the Serbian Assembly of Kosovo and Metohija. Although the 2013 Brussels Agreement saw Serbia abolish its formal institutions in the province to facilitate integration, the territory remains a central, unresolved issue in Serbian law and international diplomacy, with the Serbian government continuing to view it as an integral part of the state.
