The political heavyweight who once broke the record for most votes in a Senate election
In short: From a Brooklyn stockbroker to a powerhouse in the U.S. Senate, Barbara Boxer’s career was defined by record-breaking numbers and high-stakes political maneuvers. Whether leading women during the Anita Hill hearings or navigating the complexities of foreign lobbying, her influence shaped California and national politics for decades.
Barbara Boxer’s political ascent began in California, where she served on the Marin County Board of Supervisors, eventually becoming its first female president. After representing California's 6th congressional district in the House of Representatives from 1983 to 1993, she transitioned to the Senate in 1992. During her tenure, she achieved a historic milestone in 2004, securing 6.96 million votes—the most in any U.S. Senate election at that time, a record later surpassed by her colleague Dianne Feinstein in 2012.
Her legislative career was marked by both leadership and controversy. As a Democratic chief deputy whip and ranking member of the Environment and Public Works Committee, she was a prominent progressive force. However, she was also implicated in the 1992 House banking scandal, involving 87 overdrafts, for which she famously donated $15 per instance to the Deficit Reduction Fund. She also stood out for her rare dissent, being one of only two Senate Democrats to support a 2006 resolution to censure President George W. Bush.
Following her retirement from the Senate in 2017, Boxer’s career shifted toward lobbying and consulting. This period brought new scrutiny, particularly in January 2021, when reports surfaced that she was acting as a registered foreign agent for the Chinese surveillance firm Hikvision. While she initially defended the role as an opportunity to encourage more responsible corporate behavior, the intense public response led her to deregister as a foreign agent later that same day. In late 2021, she participated in a significant mass exodus of staff from the firm Mercury Public Affairs to launch a new consulting venture.
