In short: Charles Booker made history as Kentucky's youngest Black state representative. After a narrow 2020 Senate loss and a successful primary victory in 2026, he is now positioned to challenge Republican Andy Barr for a seat vacated by Mitch McConnell.

Born in Louisville on October 20, 1984, Charles Booker rose from a background where both parents left high school to care for siblings to become a prominent figure in Kentucky politics. After graduating from the University of Louisville with a Bachelor of Science in political science and a Juris Doctor, he served in the Kentucky House of Representatives from 2019 to 2021, representing the 43rd district. During his tenure, he focused on bipartisan healthcare solutions, such as 'Kevin's Law,' which allows pharmacists to provide emergency supplies of medications like insulin when doctors are unavailable.

Booker's political journey has been marked by high-stakes contests. In 2020, he ran a national campaign for the U.S. Senate, losing a close race to former Marine pilot Amy McGrath with 42.7% of the vote against her 45.4%. He later won the 2021 Democratic primary for the Senate but lost the general election to Republican incumbent Rand Paul. In 2026, he secured a Democratic nomination in a rematch against McGrath, setting him up for a general election battle against Republican nominee Andy Barr to succeed retiring Senator Mitch McConnell.

A progressive advocate, Booker has championed policies including universal basic income—specifically a '40 for 40 for 45' plan proposing $45,000 of income and 40 hours of paid sick leave for 40-hour weekly workers—and single-payer healthcare. His policy stances include supporting reparations for slavery and criticizing the cost of insulin, a cause he has personal experience with due to his type 1 diabetes. Beyond the legislature, he served under Governor Andy Beshear as the head of the state's office for community and faith-based engagement until his resignation in September 2025.
