Why the Combat Action Ribbon is the most exclusive decoration in the U.S. Navy

In short: The Combat Action Ribbon is not a participation trophy for serving in a war zone. It is a strictly individual award requiring evidence of direct engagement with the enemy. Unlike other medals, it is limited to one per theater of war, marking a specific, verified instance of battle effectiveness.

Authorized by the U.S. Navy in 1969, the Combat Action Ribbon (CAR) serves as a distinct recognition for sailors, Marines, and Coast Guardsmen who have actively participated in ground or surface combat. Unlike many other military decorations, it is a ribbon-only award, holding a high position in the order of precedence, superseded only by medals for meritorious achievement or combat valor. Because it is awarded to individuals rather than units, a service member must provide evidence of engaging the enemy, being under fire, or suffering a physical attack to be considered.

The criteria are intentionally narrow. Mere presence in a combat zone does not qualify a member for the award; the command must verify satisfactory performance during a specific engagement. Aerial combat is explicitly excluded, as naval aviators and aircrew are instead eligible for the Air Medal. However, a significant exception exists for those who survive a crash and must subsequently escape or evade enemy forces. Since 2001, direct exposure to an Improvised Explosive Device (IED) also constitutes active participation, regardless of whether enemy forces are immediately present.

If a service member earns the award multiple times across different theaters, subsequent honors are signified by gold or silver star devices attached to the ribbon. While the Navy and Marine Corps have long histories with the award—retroactive to 1941 for the Navy—the Coast Guard only gained authorization in 2008. The decoration remains a rare marker of direct, high-stakes combat experience, distinguishing those who have faced the enemy from those who have simply served in the vicinity of conflict.
