Is the United States moving from a democracy to an autocracy?
In short: While historians point to the Jim Crow era as a period of profound democratic erosion, modern indices suggest a new, more acute shift is underway. From the 2021 Capitol attack to recent Supreme Court decisions, experts are debating whether the nation is now at the cusp of autocracy.
Democratic backsliding—the process of regime change toward autocracy through the restriction of political participation—is being analyzed through two distinct historical lenses. The first is the Jim Crow era, characterized by the systematic disenfranchisement of Black Americans via poll taxes and literacy tests following the 1877 abandonment of Reconstruction policies. The second is the 21st-century phenomenon, often described as a Republican-led trend, particularly during the first Trump administration and into the 2025 second term.
The mechanisms of modern backsliding are multifaceted. Legal scholars point to the Supreme Court's role in decisions regarding gerrymandering and the influence of money in politics, such as the Citizens United ruling. Simultaneously, the concentration of power among the ultra-wealthy and the rise of partisan redistricting—exemplified by the REDMAP project after the 2010 census—have altered the landscape of representation. Some experts, like Steven Levitsky, have described the early months of the second Trump administration as an aggressively authoritarian case of backsliding, specifically noting attacks on the courts.
The institutional stability of the U.S. is also under scrutiny due to the difficulty of amending the Constitution. Because Article V is famously difficult to change, some scholars argue that rather than peaceful amendments, political actors are using the executive and legislative branches to implement unilateral changes. This institutional brittleness, combined with rising political violence and the influence of far-right online forums, has led the Polity data series to downgrade the U.S. status, eventually describing it as 'no longer considered a democracy' by October 2025.
