How a localized insurgency escalated into the Kosovo War
In short: In the mid-1990s, the Kosovo Liberation Army began a campaign of targeted attacks against Serbian authorities. What started as sporadic sabotage by a few hundred fighters rapidly transformed into a full-scale insurgency, eventually forcing international intervention and a major NATO military response.
The roots of the Kosovo insurgency lie in decades of ethnic tension and political repression. Following the 1974 Yugoslav constitution, Kosovo enjoyed significant autonomy, functioning almost as a de facto republic with its own university and cultural institutions. However, these rights were revoked by Slobodan Milošević in 1989. During the early 1990s, Serbian policies led to the displacement of approximately 130,000 Albanians between 1990 and 1995, fueling deep-seated resentment.
The Kosovo Liberation Army (KLA) emerged as a primary driver of instability. While the group's origins are linked to earlier dissident movements, its military presence became distinct in the mid-1990s. In 1995, the situation morphed into a formal insurgency characterized by ambushes on Serbian patrols. By 1996, the KLA was conducting more frequent attacks, including a series of simultaneous strikes against security personnel on 22 April 1996. Some analysts suggest the KLA rejected models like the IRA or ETA, opting instead for a strategy designed to provoke international intervention.
The escalation reached a breaking point in 1998. The KLA's activity surged from 66 attacks in 1997 to 1,470 in 1998. A pivotal moment occurred in March 1998, when a Serbian police operation at the Jashari compound in Prekaz resulted in the deaths of 58 Albanians, including Adem Jashari. This violence, combined with the KLA's intensified guerrilla tactics, drew intense international scrutiny and ultimately led to the NATO intervention that followed the Kosovo War.
