The Prussian-trained general who turned Greece into a dictatorship
In short: Before he was a dictator, Ioannis Metaxas was a rising star in the Hellenic Army. Trained in the rigorous traditions of the Berlin War Academy, this military strategist would eventually leverage royal patronage to establish one of the most controversial regimes in modern Greek history.
Born in 1871 to an aristocratic family in Ithaca, Metaxas’s ascent through the Greek military was significantly propelled by the patronage of Crown Prince Constantine. After serving in the Greco-Turkish War of 1897, he studied at the Berlin War Academy from 1899 to 1903. His time in Germany left a lasting impression; he became an admirer of Prussian militarism, earning the nickname 'a little Moltke' from his instructors due to his short stature.
Metaxas’s political career was defined by intense monarchist loyalty. During the National Schism of World War I, he opposed Prime Minister Eleftherios Venizelos’s expansionist plans for Anatolia, accurately foreseeing the military disaster that struck the Greek offensive in 1921–22. This political friction led to his exile in 1917, though he returned to prominence following the restoration of the monarchy.
In 1936, following his appointment as minister of army affairs, Metaxas became Prime Minister in April. With the authorization of King George II, he inaugurated the 'Fourth of August Regime' on August 4, 1936. This self-coup established an authoritarian, anti-communist state. While historians debate whether the regime was truly fascist or a conventional conservative dictatorship, it was characterized by the suppression of political opposition.
Despite his autocratic rule, Metaxas’s legacy is marked by a moment of unexpected defiance. On October 28, 1940, he rejected an Italian ultimatum to surrender, effectively bringing Greece into World War II as part of the Allied forces. He remained in power, leading a united country against the invasion, until his death from a bloodstream infection in January 1941.
