In short: James Gallagher’s political ascent began in the northern Sacramento Valley. Before serving in Congress, he was a partner in a fifth-generation family farming operation, managing rice and walnut crops while building a legal career and climbing the ranks of the California State Assembly.

Born on March 7, 1981, James Matthew Gallagher is a Republican politician whose roots in northern California run deep. Tracing his roots to Irish settlers from the early 1800s, his lineage has a history in local politics; his grandfather, Robert Gallagher, held a seat on the Sutter County Board of Supervisors from 1985 until 1989. His family's presence in the region dates back to the nineteenth century. This long-standing connection to the land underscores his local political influence.

Gallagher's professional background is a blend of law and agriculture. After earning a political science degree from UC Berkeley and a JD from UC Davis, he began practicing law in 2007. At the same time, he acts as a partner within his family's fifth-generation walnut and rice farm. His political trajectory moved from a fellowship with Assemblyman Doug LaMalfa to the Sutter County Board of Supervisors in 2008, and eventually to the California State Assembly in 2014. His early career included serving as a fellow for Assemblyman Doug LaMalfa. Furthermore, he held the position of Republican Caucus Chairman for the state legislature in 2017.

His rise to federal office was marked by a significant special election in 2026. Following the death of Doug LaMalfa, Gallagher ran for California's 1st congressional district. Supported by President Donald Trump and eight other Republican congressmen from California, he secured victory over Democratic challengers Audrey Denney and Mike McGuire. His formal induction into the U.S. House of Representatives occurred on June 10, 2026, with his current roles including the Committee on Transportation and Infrastructure and the Subcommittee on Railroads, Pipelines, and Hazardous Materials. He previously held the role of Minority Leader within the state assembly. His election victory was achieved by a substantial margin.
