In short: In 2002, a series of shootings terrorized the Washington metropolitan area. While the public focused on the immediate violence, investigators later uncovered a meticulously mapped, three-stage blueprint designed to escalate from targeted killings to a nationwide campaign of trained terrorists.

The attacks, carried out by John Allen Muhammad and his young accomplice Lee Boyd Malvo, were not merely random acts of violence. According to testimony from Malvo, the operation was structured into three distinct phases. Phase one involved a calculated attempt to kill six white individuals per day for 30 days across the D.C. and Baltimore metro areas. This stage relied on precise mapping and practice to ensure rapid escapes, though heavy traffic and obstructed sightlines prevented the full execution of this quota.

The second phase was intended to target Baltimore specifically. The plan included the assassination of a pregnant woman via an abdominal shot, followed by the killing of a Baltimore police officer. The escalation was set to culminate in the detonation of improvised explosive devices, packed with shrapnel, during the officer's funeral to target attending law enforcement.

The final phase involved a massive extortion scheme. Muhammad allegedly intended to demand millions of dollars from the U.S. government. These funds were earmarked to finance travel to Canada, where the pair would use YMCAs and orphanages to recruit fatherless, impressionable boys. These recruits would then be trained in weapons use and deployed across the United States to conduct mass shootings, mirroring the terror experienced in the Washington area.

While the scale of the planned terror was immense, the actual death toll attributed to the pair's actions in the Washington area was ten victims. The true scope of their violence remained a subject of intense legal and investigative scrutiny until Muhammad's execution in 2009.
