In short: Juan Ponce Enrile was a central figure in the Marcos administration, managing the military and the controversial declaration of martial law. Yet, in 1986, he pivoted to lead a failed coup that sparked the People Power Revolution, ultimately helping to oust the very president he had served for decades.

Born in 1924, Juan Ponce Enrile rose from humble beginnings to become a powerful lawyer and a protégé of Ferdinand Marcos. By 1970, he was appointed Secretary of National Defense. He played a critical role in the planning of martial law, which Marcos declared in September 1972. To justify this move, Enrile and Marcos staged an ambush on Enrile’s vehicle, a fabrication Enrile later admitted to in 1986. During the martial law era, Enrile held immense power, overseeing the military and the Philippine Coconut Authority, while also managing extensive logging operations that contributed to significant deforestation.

By the 1980s, Enrile’s influence within the Marcos administration began to wane as the president clipped his authority. Fearing for his safety, Enrile aligned with the Reform the Armed Forces Movement to plot an overthrow. When the plot was discovered in February 1986, Enrile and General Fidel Ramos took a stand at military camps in Quezon City. They appealed to Cardinal Jaime Sin, who broadcast a call for civilian support. This triggered the People Power Revolution, where millions of Filipinos gathered at Epifanio de los Santos Avenue to protect the rebels, effectively ending the Marcos regime.

Following the revolution, Enrile’s political career continued for decades, marked by multiple Senate terms and a return to government in 2022. His legacy remains complex; while he was a key player in the 1986 transition, he faced numerous legal challenges regarding his business dealings and the coco levy funds. Courts eventually dismissed these cases on procedural grounds, such as inordinate delay, rather than reaching a definitive verdict on his guilt. Enrile remained a fixture in Philippine politics until his death in 2025, having served as one of the longest-tenured politicians in the nation's history.
