In short: In the hierarchy of the United States Navy, one non-commissioned position stands far above the rest. Occupying a unique paygrade above E-9, the Master Chief Petty Officer of the Navy wields influence and protocol privileges usually reserved for high-ranking flag officers.

The role of the Master Chief Petty and Navy (MCPON) was born from a need for better communication. In 1966, sailors in major hubs like San Diego County, California, and Hampton Roads, Virginia, were given a chance to share their grievances and suggestions with leadership. The feedback was a wake-up call: naval commanders were disconnected from the daily realities of the enlisted force. To bridge this gap, the Navy established a permanent channel for enlisted input, initially appointing a senior enlisted advisor to the Chief of Naval Personnel.

On January 13, 1967, GMCM Delbert Black became the first person to hold this office, serving a four-year term. By April 28 of that same year, the title was officially changed to MCPON to align with similar senior roles in the Army and Marine Corps. While the position is non-commissioned, its ceremonial weight is immense. In terms of seating, transportation, and parking, the MCPON is treated as equivalent to a vice admiral, and the rank is even protocoled higher than all rear admirals.

The office is not just about military structure, but also about the community. Since 1988, the MCPON's spouse has served as the Ombudsman-at-Large, traveling the fleet to represent the interests of enlisted families. The current holder of the office is John Perryman. While the duties of the MCPON depend on the specific Chief of Naval Operations, the role generally involves traveling extensively to observe training and engage directly with sailors and their families to ensure their voices reach the highest levels of Navy leadership.
