The shifting borders of New York's 19th congressional district
In short: A single number in New York politics can represent entirely different landscapes. Once a Manhattan-based seat, the 19th district has migrated through the Bronx, Westchester, and upstate regions, transforming from an urban powerhouse into a sprawling collection of Catskills and Finger Lakes territories.
The identity of New York's 19th congressional district is a product of constant redistricting. Until 1980, the 19th was anchored in Manhattan. Following subsequent shifts, it transitioned through various designations, including the 25th and 21st districts, before settling into its current iteration. This modern version is essentially a merger of the former 20th and 22nd districts, covering a vast geography from the Hudson Valley to the Southern Tier. The district's current geography spans the Catskills, Hudson Valley, and Finger Lakes regions. It also reaches into the greater Capital District and the Southern Tier, sitting mostly south of Albany.
The district's boundaries have undergone significant expansion and contraction. Following the 2020 redistricting, the district grew to encompass the entirety of counties such as Broome, Tioga, Tompkins, Chenango, Delaware, Greene, Sullivan, and Columbia, while also including parts of Ulster and Otsego. This follows a period between 2012 and 2023 where the district's composition was notably different, including counties like Schoharie and Montgomery. The 2012 boundaries were even more varied, encompassing parts of Rensselaer and Dutchess counties. It also included Montgomery County and parts of the Ulster region.
Politically, the district has served as a notable presidential bellwether. Between 2012 and 2020, the district's voters chose the winner of the US presidential election in every cycle. This period saw a swing from a 6.2% Democratic victory for Barack Obama in 2012 to a 6.8% Republican victory for Donald Trump in 2016. The district's recent history is marked by intense competition, including the 2024 election where Democrat Josh Riley defeated Republican Marc Molinaro. The seat has seen a succession of representatives, including Chris Gibson, who served until 2016, and Antonio Delgado, who left the post to become Lieutenant Governor. Most recently, the 2024 contest featured a hard-fought victory for Josh Riley.
