In short: Omar al-Bayoumi, a Saudi national living in San Diego, provided critical support to two 9/11 hijackers upon their arrival in the United States. While the 9/11 Commission initially deemed their meeting a chance encounter, declassified FBI files and recovered evidence suggest a far more deliberate and suspicious connection.

Omar al-Bayoumi arrived in San Diego in 1994, ostensibly as a student, though he only attended one semester. FBI files and witness accounts describe him as a potential Saudi intelligence asset who maintained links to Saudi government officials. During his time in California, he received a salary from a government contractor despite being described by colleagues as a ghost employee who never appeared for work. His financial situation became even more opaque when he began receiving monthly payments from the wife of the Saudi ambassador to the U.S., totaling between $50,000 and $75,000 over several years.

In January 2000, al-Bayoumi met hijackers Nawaf al-Hazmi and Khalid al-Mihdhar shortly after they landed in Los Angeles. He helped them settle in San Diego, co-signed their lease, and provided financial assistance. While the 9/11 Commission concluded in 2004 that he was an unwitting host, later investigations—including the FBI's Operation Encore—painted a different picture. Witnesses reported seeing al-Bayoumi waiting for the hijackers at a restaurant, and a 2016 FBI report alleged that a Saudi official had specifically tasked him with assisting the pair, whom he described as significant individuals.

Following the 9/11 attacks, British authorities arrested al-Bayoumi in Birmingham, England. They discovered a collection of home videos, including footage of the U.S. Capitol, and a sketch of an airplane with descent calculations. Although this evidence was shared with the FBI, it was not presented to the 9/11 Commission and remained in storage for over a decade. In 2022, the FBI declassified a report stating there was a 50/50 chance al-Bayoumi had advanced knowledge of the plot. Today, his whereabouts remain unknown, and the extent of his role continues to be a central point of contention in ongoing litigation against the Saudi government.
