Why the eastern region of Uttar Pradesh has campaigned for statehood for decades
In short: Purvanchal, the eastern region of Uttar Pradesh, has long sought to become an independent state. Proponents argue that separation would accelerate development and improve governance in an area they claim has lagged behind since independence. From political proposals to grassroots protests, the movement remains a persistent feature of regional politics.
The push for Purvanchal statehood is rooted in the desire for administrative autonomy and economic progress. Supporters, including various political figures and local organizations, contend that the region has suffered from neglect compared to western and central Uttar Pradesh. In 2011, then-Chief Minister Mayawati formally introduced a proposal in the Uttar Pradesh Legislative Assembly to divide the state into four smaller entities, though this was ultimately rejected by the central government. The vision for Purvanchal often encompasses 32 eastern districts, with some advocates proposing Varanasi as the capital.
Beyond administrative concerns, the movement is deeply tied to the cultural identity of the Bhojpuri-speaking population. Since the late 20th century, activists have sought both a separate state and constitutional recognition for the Bhojpuri language. This cultural demand has transcended state borders, with various groups calling for a unified Bhojpuri-speaking state that would incorporate regions from Bihar, Uttar Pradesh, Jharkhand, Madhya Pradesh, and Chhattisgarh. The Anand Marg organization notably championed this cause as early as 1968 at the Sonepur Mela.
The methods of protest have been as varied as the political arguments. Demonstrations have ranged from train-stopping protests in Banaras to hunger strikes in Jaunpur and symbolic displays, such as the lighting of 21,000 lamps at Varanasi’s Assi Ghat in 2021. While support has come from diverse political figures—including Union Minister Ramdas Athawale and various regional party leaders—the movement faces the complex reality of state reorganization. Despite decades of agitation, the demand for a distinct Purvanchal state remains a contested issue, reflecting the ongoing tension between regional aspirations and the existing political structure of India.
