In short: When Johannes Roberts set out to reboot the Resident Evil franchise, he aimed for a faithful, terrifying tribute to the 1996 and 1998 games. However, a massive reduction in funding forced him to strip away monsters, characters, and even entire plotlines, fundamentally altering the film's scope.

The development of Resident Evil: Welcome to Raccoon City was a turbulent process of creative shifts and financial constraints. Originally, the project saw involvement from producer James Wan and writer Greg Russo in 2017, but they departed in December 2018 due to creative differences. When Johannes Roberts eventually took the helm, he envisioned a darker, more atmospheric tone inspired by the works of John Carpenter, specifically aiming to capture the 'scary, isolated, alone' feeling of the recent Resident Evil 7: Biohazard.

The film's scale was significantly impacted by a budget drop from $40 million to $25 million. This financial contraction necessitated major editorial decisions during the 2019 and 2020 scripting phases. Many CG-heavy elements were removed, and the supporting cast was condensed. Significant losses included original characters like Barry Burton and Rebecca Chambers, who had death scenes written for them in earlier drafts. Even the creature roster was gutted; concept artwork by Daniel Carrasco for monsters such as the Nemesis-style Tyrant, Hunters, and giant spiders was completed, yet many of these elements were ultimately cut.

Despite the lack of certain spectacle, the film attempted to ground itself in the series' roots, focusing on the Spencer Mansion and the Raccoon Police Department. While the film achieved a worldwide gross of $42 million, it faced a polarized reception. Critics on Rotten Tomatoes gave it a 30% approval rating, with some arguing the source material is ill-suited for cinema, while others praised its 'affectionate' faithfulness to the games' core atmosphere.
