Canada’s Cyclone helicopter program: A cautionary tale of procurement and technical struggle
In short: The Sikorsky CH-148 Cyclone was intended to modernize Canada's naval aviation, replacing the aging Sea King fleet. Instead, it became a symbol of procurement frustration, plagued by years of delays, contract disputes, and technical challenges. From software flaws to structural cracks, the Cyclone's journey to full operational status was anything but smooth.
The Maritime Helicopter Project began in 1986, but the path to the CH-148 was fraught with political and logistical turbulence. After an initial contract for the AgustaWestland EH101 was cancelled following a change in government, a new competition led to a 2004 contract with Sikorsky for 28 helicopters. Deliveries were originally slated for 2009, but development issues and export restrictions caused massive delays. By 2012, Defence Minister Peter MacKay famously labeled the project the worst procurement in Canadian history.
Technical hurdles defined the program's development. The aircraft faced weight issues, leading to engine upgrades, and the government eventually granted seven concessions to Sikorsky, including the removal of a mandatory 30-minute run-dry gearbox requirement. Safety remained a central concern; a 2020 crash in the Ionian Sea, which killed six crew members, was linked to a fly-by-wire control law known as the 'Command Model Attitude Bias Phenomenon.' Investigators found that manufacturer documentation was misleading and incomplete regarding automation.
Despite these setbacks, the fleet eventually reached operational maturity. The first interim helicopters arrived in 2015, and the final Block 2 aircraft was delivered in October 2025. The Cyclone is now equipped for anti-submarine warfare, surveillance, and search and rescue missions, utilizing advanced systems like the Telephonics APS-143B radar and L-3 HELRAS sonar. While the program faced structural challenges—including tail cracks discovered in 2021—the Cyclone now serves as a critical asset for the Royal Canadian Air Force, operating from frigates worldwide.
