How a Texas businessman and pastor became a leading voice in state conservative politics
In short: Steve Toth, a businessman and former pastor from The Woodlands, has spent over a decade shaping Texas policy. From his early legislative efforts on curriculum transparency to his recent focus on election integrity and gender-affirming care, Toth has consistently positioned himself as one of the most conservative members of the Texas legislature.
Born in New York and educated at Rochester Bible College, Steve Toth transitioned into Texas politics after establishing himself as a businessman in The Woodlands. His legislative career began in 2012 when he unseated a five-term incumbent to win a seat in the Texas House of Representatives. Since then, he has become a fixture in state policy, serving on the Appropriations Committee every session since 2019.
Toth’s legislative record reflects a focus on constitutional issues, education, and social policy. In 2013, he introduced the Firearms Protection Act to limit federal regulation of guns, and he has remained a vocal supporter of constitutional carry. His work in education includes the 2019 Beckley Wilson Act, which reformed dyslexia services in public schools, and earlier efforts to bring the CSCOPE curriculum under state board oversight. On social issues, Toth has co-authored legislation to restrict abortion access and successfully championed the Vulnerable Youth Protection Act, which bans social gender transition for children.
Beyond his legislative agenda, Toth has been involved in significant regional and state controversies. He has frequently challenged the executive branch, including suing Governor Greg Abbott over COVID-19 contact tracing contracts and protesting lockdown orders. His efforts to influence local governance include the Jones Forest Preservation Act, which protected state forest land from development, and the JD Lambright Local Government Ethics Reform Act, which increased transparency for taxpayer-funded lobbyists. Despite occasional electoral setbacks, such as his 2014 loss in a special election for the State Senate and his 2016 congressional primary challenge against Kevin Brady, Toth has maintained a strong base in District 15, consistently winning re-election by wide margins.
