In short: In 1978, Sun Life Financial became the first major corporation to abandon Quebec following the introduction of Bill 101. While the company cited political instability, the move highlighted a deep cultural divide, as many head office employees lacked the French fluency required by the new provincial language mandate.

Founded in 1865 by Irish immigrant Matthew Hamilton Gault, Sun Life Financial grew from a Montreal-based insurer into a global financial powerhouse. By the early 20th century, it had expanded across the Americas, Asia, and Europe. Its Montreal headquarters, completed in 1933, stood as the largest building in the British Empire by square footage at the time. The company even played a secret role during World War II, housing securities moved from the United Kingdom under the codename Operation Fish, though rumors that the British Crown Jewels were stored there remain false.

The company's relationship with Quebec shifted dramatically in 1977 when the newly elected government passed the Charter of the French Language, or Bill 101. This legislation mandated the use of French for communication with staff in medium and large companies. Sun Life, which served as the largest employer of English-speaking people in Montreal, faced significant operational hurdles as many of its head office staff were not fluent in French. On January 6, 1978, the company announced it would relocate its head office to Toronto, citing economic and political uncertainty.

The departure sparked intense backlash from the provincial government. Finance Minister Jacques Parizeau labeled the firm a major exporter of Quebec capital and threatened to freeze $400 million CAD in assets. The transition was gradual, with departmental moves occurring over several years; by 1980, 300 head office employees had relocated to Toronto. Today, Sun Life remains a major financial entity, managing over CAD$1.3 trillion in assets globally as of 2024, with its Canadian head office now located in the Kitchener-Waterloo region.
