In short: Incorporated in 1984 to protect rent control, West Hollywood stands as a distinct city surrounded by Los Angeles. From its origins as a railroad hub and a haven for those avoiding city regulations to becoming a pioneering center for cannabis cafes and LGBTQ advocacy, it remains a dense, walkable urban anomaly.

The land now known as West Hollywood has a complex history, beginning with the indigenous Tongva people who inhabited the region for centuries. By the late 18th century, Spanish expeditions collected natural tar from local pits to waterproof their equipment. By the late 19th century, the area was developed as a town called Sherman, named after Moses Sherman, a key figure in the Los Angeles Pacific Railroad. This railroad infrastructure brought working-class residents to the area, establishing a reputation for independence from the neighboring City of Los Angeles.

Throughout the 20th century, the city maintained a loosely regulated atmosphere. During Prohibition, its status as an unincorporated area allowed for the proliferation of nightlife and casinos that operated outside the reach of the Los Angeles Police Department. This environment attracted movie industry figures and later became a focal point for the 1960s hippie movement. Following the dissolution of the Soviet Union, the city also became a major center for Russian Jewish immigrants, with significant waves of arrivals between 1978 and 1992.

The city's modern identity was solidified in 1984 when a coalition of gay men, Russian Jews, and elderly residents voted to incorporate to preserve rent control protections. This political shift led to the election of an openly gay city council. Today, West Hollywood is known for its compact, walkable urban form and its role as a cultural innovator. It hosted the first body piercing business in the United States, founded by Jim Ward in 1975, and in 2019, it opened the nation's first cannabis cafe, marking another chapter in its long history of challenging conventional norms.
