How a railroad tycoon's scenic drive created a California coastal enclave
In short: What began as a pleasure excursion for wealthy travelers has evolved into one of the world's most exclusive residential communities. From the legacy of railroad barons to the iconic 17-Mile Drive, discover how Pebble Beach transformed from a rocky Mexican land grant into a premier global resort destination.
The origins of Pebble Beach trace back to 1836, when the Mexican land grant of Rancho Pescadero was awarded to Fabián Barreto. Following Barreto's death, the land passed through various owners before being purchased in 1860 by David Jacks. By 1880, the property was sold to the Pacific Improvement Company, a consortium of the influential 'Big Four' railroad barons.
To attract wealthy buyers for scenic residential plots, the Pacific Improvement Company laid out the 17-Mile Drive in 1892. Originally designed as a pleasure excursion for guests of the Hotel Del Monte, the route meandered through forested areas and along the coastline. While horse-drawn carriages once traversed the path, automobiles had completely replaced them by 1907.
The community's identity is deeply tied to its luxury amenities and golf culture. The Pebble Beach Company holds various properties, such as the Lodge at Pebble Beach and four out of the eight area golf courses. The most famous, Pebble Beach Golf Links, is a premier venue that has hosted the U.S. Open multiple times, including in 1972, 1982, 1992, 2000, 2010, and 2019.
Despite its affluence, the area has faced significant tension. In the early 20th century, Chinese fishing communities thrived along Carmel Bay despite mounting local anti-Chinese sentiment. More recently, development has sparked debate, such as the 2007 denial of the controversial Measure A proposal by the California Coastal Commission, which some officials argued would cause wholesale environmental destruction.
