Global freedom has declined for nineteen consecutive years, affecting billions across the planet.
In short: The 2025 Freedom in the World report reveals a sobering reality: global liberty is in a nearly two-decade recession. With political violence marring elections in over 40 percent of nations that went to the polls in 2024, the struggle to protect fundamental rights remains an urgent, uphill battle for democracy.
The 52nd edition of the Freedom in the World report, published by Freedom House in February 2025, documents a persistent erosion of political rights and civil liberties. Data from 2024 shows that 60 countries suffered declines, while only 34 saw improvements. Today, only 20 percent of the global population resides in nations classified as Free, while 40 percent live under Not Free regimes. This downward trend is not limited to authoritarian states; even established democracies—including major nations in Europe, East Asia, and North America—have faced significant challenges, such as targeted violence against candidates and the suppression of post-election protests.
Election integrity remains a primary flashpoint. In 2024, roughly 40 percent of countries holding national elections experienced election-related violence, with candidates assaulted in at least 20 nations and polling stations attacked in 14. In authoritarian environments, incumbents frequently manipulated processes to disqualify or arrest opposition figures, rendering contests effectively meaningless. Beyond the ballot box, armed conflicts in places like Sudan, Myanmar, and Ukraine have further destabilized regions, leaving one-fifth of the world’s population without basic protection from the illegitimate use of force.
Despite these systemic pressures, the report identifies potential for democratic breakthroughs. The collapse of long-standing regimes, such as the fall of the Bashar al-Assad government in Syria, has led to immediate, localized improvements in security and freedom of assembly. Researchers emphasize that reversing this global decline requires a concerted effort: democratic institutions must be strengthened, human rights defenders supported, and the rule of law prioritized in the wake of political transitions. The report serves as a call to action for governments and civil society to collaborate in safeguarding the rights that remain under threat.
