In short: Jimmy Morales rose from a humble background in a circus family to become a national television star. In 2015, he leveraged deep public distrust of the political elite to win the presidency. His tenure, however, was marked by intense controversy, corruption allegations, and a complex relationship with international anti-impunity efforts.

Born in 1969, Jimmy Morales grew up in a circus family and later gained fame as a TV comedian on the series Moralejas. His entry into politics was initially viewed as an outsider campaign. Running on the slogan "Neither corrupt, nor a thief," he capitalized on the public anger surrounding the La Línea corruption scandal, which had forced his predecessors to resign. In the 2015 runoff election, Morales secured a landslide victory with 67.4 percent of the vote, signaling a profound rejection of the traditional political establishment.

Morales' presidency, which began in 2016, was defined by friction with the International Commission Against Impunity in Guatemala (CICIG). After the commission began investigating his party for illegal campaign donations, Morales attempted to expel its commissioner, Iván Velásquez, though the move was blocked by the Constitutional Court. His administration also faced internal scandals, including the revelation of secret "extraordinary responsibility" bonuses paid to him by the Ministry of Defense, totaling roughly $7,300 per month. While he denied the payments were illegal, he eventually returned about $60,000 to the state.

The president's family was also drawn into legal battles. In 2017, his brother Sammy and his son José Manuel were arrested on money laundering and fraud charges, sparking significant public protests. Although they were later cleared of fraud in 2019, the period underscored the volatility of his term. By the time he left office in 2020, Morales faced pressure from civil society groups for his own prosecution, yet he managed to retain immunity by securing positions that protected him as he transitioned out of the presidency.

Beyond domestic politics, Morales pursued a conservative agenda, including opposition to abortion and support for the death penalty. He notably aligned himself with international shifts, such as announcing plans to move the Guatemalan embassy in Israel to Jerusalem in 2017. Despite his efforts to remain a political force, his subsequent attempt to return to Congress in 2023 failed, leading to the dissolution of his party, the National Convergence Front.
