A noir underworld where cheese acts as both liquor and narcotics
In short: In the fictional city of Mouseburg, crime isn't just a social ill—it is baked into the very biology of its inhabitants. From organized 'cheeselegging' to a clandestine trade in powdered dairy, this 1930s-inspired rodent metropolis offers a gritty look at how prohibition and corruption can reshape an entire civilization.
Set in 1934 following a devastating war known as "The Quite Big Affair," Mouseburg is a sprawling urban landscape modeled after 1930s New York. The city's social hierarchy is defined by species: mice dominate the scene, while shrews are treated as a marginalized minority. This tension fuels a dark economy where cheese serves multiple roles. While it remains a staple food, its melted form functions as liquor, and varieties like blue or powdered cheese are treated similarly to illicit drugs.
The narrative follows Jack Pepper, a hardboiled mouse detective and former war hero, through three interconnected cases of systemic rot. These range from the violent 'cheeselegging' trade—where criminals move goods across old routes—to a sinister human-trafficking operation (or rather, shrew-trafficking). In this scheme, corrupt police officers work with organized crime to transport shrews underground for use by scientists seeking to open portals to a dream-like dimension called "The Unknown."
At the heart of the conspiracy is the Big Mouse Party (BMP), a political entity using these atrocities to clear land for free housing. The game highlights how systemic corruption functions through layers: the BMP provides the funding, the police provide the muscle, and the mob handles the silencing of whistleblowers like actress Betty Lynch. By weaving these threads together, the story explores themes of exploitation, the cost of war, and the brutal mechanics of urban expansion.
