In short: Set in a futuristic Japan, the Sibyl System monitors every citizen's mental state to predict potential crimes. When a person's stress or anger levels rise, they are flagged as latent criminals. This chilling premise forces us to question if justice should punish intent rather than actual deeds.

The Sibyl System is a biomechatronic network that governs Japan by continuously scanning the psychological traits of its population. This process, known as a cymatic scan, generates a Psycho-Pass for every individual. This assessment includes a color-coded Hue and a numeric Crime Coefficient. If an index exceeds 100, the individual is deemed a threat, allowing the Public Safety Bureau to apprehend or eliminate them.

The series follows Akane Tsunemori, a rookie Inspector, as she navigates this authoritarian environment alongside Enforcers—latent criminals who assist in investigations. The narrative explores the moral weight of a society that prioritizes collective security over individual rights. By relying on the Sibyl System, the state functions on a logic of acceptable risk, where the potential harm to the public justifies the preemptive removal of those deemed dangerous, even if they have not yet committed a crime.

Central to the show's philosophy is the concept of fear. The antagonist, Shogo Makishima, is a rare individual who remains invisible to the system's sensors, challenging the infallibility of the Sibyl System. Meanwhile, the characters often grapple with the loss of their own humanity, as the constant surveillance and the necessity of suppressing negative emotions like anger or sadness create a world where mental beauty is as strictly regulated as physical appearance.

Production I.G. launched the series in 2012, drawing inspiration from Western science fiction like Blade Runner and Minority Report. The staff aimed to create a gritty, anti-moe drama that focused on complex male conflicts and psychological depth. Despite its dark themes and graphic violence, the series gained a dedicated following, expanding into multiple seasons, films, and novels that continue to probe the ethical boundaries of a pre-crime society.
