In short: How do you modernize a historic tower without destroying its soul? In York, English Heritage spent £5 million to balance preservation with accessibility. By installing a free-standing roof deck and uncovering centuries-old stairwells, they transformed a silent monument into an immersive narrative of the city's turbulent past.

The reopening of Clifford’s Tower on April 2, 2022, marked the culmination of a major conservation project aimed at protecting the structure for future generations. Central to this effort was a £5 million investment by English Heritage to repair the historic fabric and improve visitor infrastructure. A key technical challenge involved creating a way for visitors to see the York skyline without compromising the tower's integrity. The solution was a new free-standing roof deck designed specifically to shield the original stonework from environmental wear while providing panoramic views.

The engineering behind this preservation is substantial. In August 2021, a 200-tonne mobile crane hoisted fourteen enormous structural timber frame sections into the tower. These glulam elements, some exceeding nine meters in length, were fabricated off-site and transported by flatbed lorry to support the new roof deck. This heavy lifting was paired with the restoration of internal walkways and historic stairwells that had remained out of use for centuries, allowing visitors to navigate the building's original layout.

Beyond the physical reconstruction, the project sought to change how history is consumed. The renovation included the installation of new soundscapes and information points intended to illuminate various chapters of the tower’s turbulent history. This work followed a rigorous planning process, including City of York Council permission in June 2020 and Scheduled Monument Consent in September 2020, ensuring that the modern infrastructure respects the site's status as a national landmark.
