The youngest woman to hold Canadian Cabinet office is now a leadership contender
In short: From her 2015 victory as a 28-year-old newcomer to becoming the first federal minister to take maternity leave, Karina Gould has achieved several historic milestones. Her political journey includes significant legislative roles and a recent bid for the Liberal leadership, marking her as a prominent figure in Canadian politics.
Karina Gould first entered the House of Commons in October 2015, winning the Burlington riding at age 28 by securing 46% of the vote. Her rapid ascent saw her appointed as Minister of Democratic Institutions in early 2017, making her the youngest woman to serve in the Canadian Cabinet. During her tenure, she oversaw significant legislative work, including the Elections Modernization Act (Bill C-76), which introduced new rules for third-party election spending and voter accessibility.
Her ministerial portfolio expanded significantly over the following years. As Minister of International Development, she managed Canada's relationship with the World Health Organization and led efforts regarding the COVAX vaccine program. Later, as Minister of Families, Children and Social Development, she was responsible for child care agreements in provinces such as Ontario and New Brunswick, aiming to reduce average daily costs to $10 by 2026. She also navigated the administrative crisis of passport processing delays, which she helped stabilize by early 2023.
Gould’s political career has also been marked by personal milestones and leadership ambitions. She became the first sitting federal minister to give birth while in office, taking maternity leave in early 2024. In January 2025, she launched a campaign for the Liberal Party leadership, proposing a universal basic income. Although she placed third in the election with just over 3% of the vote, she successfully secured a fourth term in the 2025 federal election with over 55% of the vote and was appointed chair of the Standing Committee on Finance.
