In short: Metro Manila's MRT Line 3 is the region's busiest rapid transit line, serving nearly 400,000 passengers daily. However, this high demand has pushed the system far beyond its original built capacity, creating chronic congestion and severe overcrowding for commuters navigating the city's most vital transport corridor.

Originally envisioned in the 1970s and 1980s as part of a broader urban transport study, the 16.9-kilometer MRT Line 3 was designed to follow the alignment of Epifanio de los Santos Avenue (EDSA). Though its name suggests a heavy rail system, it functions more as a light rapid transit system, utilizing tram-like rolling stock to move passengers through Quezon City, San Juan, Mandaluyong, Makati, and Pasay.

The line's history is marked by significant delays and legal hurdles. Following its 1989 relaunch as a light rail scheme, Supreme Court probes into contract anomalies halted construction. Construction finally began in 1996 under a Build-Lease-Transfer agreement between the Philippine government and the Metro Rail Transit Corporation (MRTC). The initial section opened in December 1999, with all 13 stations operational by July 2000.

While the system was designed to handle a maximum of 350,000 passengers a day, actual ridership has consistently exceeded this limit. By 2004, the line reached 400,000 daily passengers, and by early 2012, weekday ridership surged to between 550,000 and 600,000 commuters. This extreme overcrowding led to warnings from maintenance contractors like Sumitomo in 2011, noting that failure to upgrade the system could result in physical damage.

The management of the line has also been a point of contention. Following the expiration of the MRTC's 25-year concession on July 15, 2025, the system's operation and maintenance have faced various challenges, including train shortages and unloading incidents following the government's takeover of maintenance responsibilities.
