General Bipin Rawat: The Architect of India’s First Unified Defence Command Structure
In short: As India's inaugural Chief of Defence Staff, General Bipin Rawat sought to overhaul the nation's military by integrating its three services into unified theatre commands. His career, marked by high-altitude combat and controversial strategic pronouncements, ended abruptly in a 2021 helicopter crash, leaving behind a complex and debated legacy.
Born in 1958 into a family with generations of military service, Bipin Rawat rose through the ranks of the 11 Gorkha Rifles. His early career included deployments in the Sumdorong Chu valley during the 1987 Sino-Indian skirmish and extensive counter-insurgency operations in Jammu and Kashmir. By 2016, he was appointed the 27th Chief of the Army Staff, a decision that sparked political controversy due to his supersession of two senior generals. Throughout his tenure, Rawat was known for his assertive stance on military primacy, famously arguing that land warfare necessitated the army's dominance over the air force and navy.
In January 2020, Rawat became India’s first Chief of Defence Staff, a role created to streamline the armed forces. He pushed for the establishment of theatre commands to replace the existing service-specific structure, though the initiative faced resistance from the Indian Air Force over resource allocation. His strategic outlook was defined by a preoccupation with a potential two-front war against China and Pakistan, a scenario he frequently highlighted. His rhetoric, however, often drew criticism; he was accused of politicizing his office, notably during the Citizenship Amendment Act protests, and his public comments on the 'clash of civilisations' theory were distanced by the Ministry of External Affairs.
Rawat’s life ended on 8 December 2021, when an Indian Air Force helicopter carrying him, his wife Madhulika, and staff crashed near Coonoor. The tragedy claimed 14 lives, including the General, who was 63. His death left the ambitious project of military integration in a state of transition, with the creation of unified commands expected to take years. While supporters lauded his efforts to modernize India's defense apparatus, critics argued that his tenure was marked by unnecessary friction between the services and a failure to adequately prepare for the very conflicts he warned against.
